ь Due to appearance of publications about open tender on collection coins, the National Bank of the Kyrgyz Republic sees proper to inform the following: 

National Bank of the Kyrgyz Republic always follows the policy of maximum transparency in its activity. Plan of collection coins issuance for the period of 2008-2015 is provided on the official web-site of the National Bank of the Kyrgyz Republic. For selection of the mint for production of collection coins in 2011 (silver “Sovereign Kyrgyzstan” and “Pobeda Peak” and copper-nickel “Pobeda Peak” and “Khan Tengri”), the National Bank of the Kyrgyz Republic announced open international tender, publishing advertisement about the tender on the official web-site of the National Bank of the Kyrgyz Republic. 

National Bank of the Kyrgyz Republic performs renewal of banknotes according to their deterioration and withdrawal of shabby monetary notes. In accordance with recommendations of the International Criminal Police Organization as well as in compliance with the world practice, it is reasonable to renew banknote base each 7-10 years to prevent counterfeiting cases. 

More than 10 years passed from the moment of introduction of high nominal values of 200, 500 and 1000 soms on August 28, 2010. Modernized banknotes of the fourth series were introduced into circulation by the National Bank of the Kyrgyz Republic gradually. In 2009: March 5000 soms, July 20, 50 and 100 soms, December 2010 banknotes with the nominal value of 200, 500 and 1000 soms.  

Information about numismatic (collection) coins and banknotes, in accordance with the Government resolution No.450/8, dated October 6, 2007, is non-secret data, whereas information about circulation coins and banknotes is of defense classification, so may not be disclosed to the publicity, which related to economic safety of the state. Expenses for production of monetary notes are covered not from the Kyrgyz Republic national budget, but from the funds of the National Bank of the Kyrgyz Republic. 

 

 

ь Central Bank of Turkmenistan informs that in accordance with the arranged denomination, from January 1, 2011, exchange of banknotes and coins of the series 1993-2005 for the banknotes and coins, issued in 2009, will be terminated. 

Central Bank of Turkmenistan recommends to perform exchange of banknotes and coins of the series 1993-2005 for corresponding monetary notes of Turkmenistan.

License No.546 of the Credit Union “Elnurjanat”, dated October 21, 2009, was cancelled from December 1, 2010 on the basis of minutes No.9 of the general meeting of the credit union participants, dated November 9, 2010, ”On self-liquidation”. National Bank of the Kyrgyz Republic informs that in accordance with the Kyrgyz Republic law “On the National bank of the Kyrgyz Republic”, the National Bank of the Kyrgyz Republic does not perform operations with physical entities and correspondingly does not issue references, certifying absence of indebtedness on provided banking credits as well as the information about availability or absence of monetary assets on bank accounts.  

Owing to numerous questions of citizens with regard to the above mentioned references, the National bank of the Kyrgyz Republic sent letters to the State Customs Services under the Kyrgyz Republic Government, Ministry of Foreign Affairs of the Kyrgyz Republic, State registration Service under the Kyrgyz Republic Government, Embassy of the Russia Federation in the Kyrgyz Republic, Ministry of Internal Affairs, Border Forces of the State Service of National Security of the Kyrgyz Republic with the request to provide the information about competence of requests for references with regard to indebtedness or assets on bank accounts. Responses included the answers that these governmental agencies do not require the above mentioned references and do not possess regulatory-legal documents, on the basis of which such references have to be provided during crossing the national border.  

In case of illegal request to provide such documents, it is necessary to apply to the law-enforcement agencies.
