On March 30, 2012 at the Board meeting of the NBKR the following issues have been considered and resolutions have been adopted:

· “About the development trends in the banking system of the Kyrgyz Republic for 2011” (No. 14/5);

· “On amendments and additions to the Instruction for processing electronic payments via RTGS system in the Kyrgyz Republic” (14/13).

As part of informing the public, the National Bank provides some clarifications regarding the existing level of Consumer Price Index (CPI) in 2011:

Change in food prices has the greatest impact on the dynamics of CPI, which in turn is largely depends on the dynamics of prices on world commodity markets as a significant proportion of consumption (including food) is represented by imported goods.

Following the results of 2011, according to the data of the National Statistical Committee of the Kyrgyz Republic, the 12-month value of inflation was at the level of 5.7 percent. The existing rate of inflation is largely caused by the lower prices of basic foodstuffs (bread and cereals, fruits and vegetables, sugar) due to the lower prices on world food markets, which in turn is caused by a rich harvest of indicated crops in producing countries. This, along with measures of monetary policy, resulted in slow inflation from 19.2 percent in 2010 to 5.7 percent on the results of 2011 correspondingly.

Table 1.Structure of Consumer Price Index

Table 2. Nominal prices for food products

(KGS per kg, liter, 10 pcs.)

In the structure of the consumer basket the prices for various products may vary in different directions, for example, if the prices for flour are reduced and meat prices are rising, the overall price index will change to a greater extent under the influence of that group of goods, the weight of which prevails, that is the price of flour as it was in 2011.

CPI is a universal indicator for the economy and does not take into account the consumption pattern of a particular social group or consumption of a particular region. At that the cost of consumption of individual groups may vary disproportionately to the CPI and is dependent on price fluctuations for most commonly consumed goods and/or services in these groups.
