ь On June 24, 2009, the regular meeting of the National Bank of the Kyrgyz Republic Board was arranged, in the course of which the following issues were considered and the following resolutions were accepted:
On extension of the temporary closing mode for OJSC “Ak Bank” (No.27/6);
On introduction of changes and additions to some normative and legal acts of the National Bank of the Kyrgyz Republic (No.27/7);
On approval of the Provision "On temporary closing of commercial banks and micro-financing companies, attracting deposits" (No.27/8);
On the provision "On structure of international reserved of the National Bank of the Kyrgyz Republic for the third quarter of 2009 ".
ь The National Bank of the Kyrgyz Republic informs that on the official web-site of the National Bank of the Kyrgyz Republic in the section “Normative acts/Projects for discussion” there provided the project of new Regulations for determination of the official exchange rates of foreign currencies against KGS by the National Bank of the Kyrgyz Republic. The NBKR asks to provide comments and proposals on this project to the following email address before July 9, 2009: auseinova@nbkr.kg.
News of non-banking financial and credit institutions
The National Bank of the Kyrgyz Republic issued licenses/certificates to the following non-banking financial institutions and exchange offices:
1. Public Foundation MCA «AKOK-Kredit» Account Registration Certificate No.176 dated June 24, 2009 for micro crediting individuals and legal entities). Legal address: 103-z, Lenin Str., Naryn, Naryn oblast;
2. LLC MCA “Amanbek-Ata” (Account Registration Certificate No.216 dated June 22, 2009 for micro crediting individuals and legal entities). Legal address: 1, Bogombaev Str., Ak-Terek, Jeti-Oguz rayon, Issyk-Kul oblast;
3. LLC MCA “M-Kasiet” (Account Registration Certificate No.217 dated June 25, 2009 for micro crediting individuals and legal entities). Legal address: Trade Center Kumtor, Toktogula Str., Kara-Kol, Issyk-Kul oblast;
4. Additional Responsibility Society pawn office “Bekbol” (license No.421 dated June 23, 2009 for conducting operations on granting short-term credits secured by movable property (pawn)). Legal address: central market (entrance to vegetable pavilion), 8/21, Kosmonavtov Str., Kara-Balta, Chui oblast;
5. Cooperative Credit Union “Biz-El” (license No.538 dated June 24, 2009 for performance of transactions of attraction of monetary funds from its participants by means of acquisition by them of saving share; provision for Credit Union participants the credits on terms of maturity, recovery and serviceability). Legal address: Central street, Eriktuu village, Jaiyl rayon, Chui oblast;
6. PE Turatov Aziz Tashbaltaevich (License No. 4086 dated June 23, 2009 for conducting cash foreign exchange transactions). Legal address: Arka-1 villages, Leylekskiy rayon, Batken oblast;
7. LLC “Emir” (License No. 4087 dated June 24, 2009 for conducting cash foreign exchange transactions). Legal address: Trade Complex Mol-Mol, Lenin Str., Jalal-Abad, Jalal-Abad oblast.
The National Bank of the Kyrgyz Republic revoked certificates/licenses from the following Non-banking financial institutions :
1. License on accounting registration No.462 dated July 23, 2009 has been revoked from the Credit Union “Oskon kyzy” from June 23, 2009 for systematic failure to comply with the instructions, in accordance with the article 3, sub-clause 3.7 “Provision of measure of influence applied to credit unions”. Legal address: Kyrgyzstan Str., Tuleyken village, Kara-Suu rayon, Osh oblast.
2. License No.3929 dated March 19, 2009 has been revoked from the LLC “Berkut Group” from June 26, 2009 on the basis of the NBKR Resolution No.42-O dated June 26, 2009 for non-fulfillment of requirements, warnings and instructions, issued by the National Bank of the Kyrgyz Republic. Legal address: 53, Lenin Str., Kant, Chui oblast.

Statistics data on the national system “Elcart”
ь As of June 26, 2009, the shareholders of CJSC “Interbank processing center” include 16 commercial banks and OJSC “Kyrgyztelecom”. 16 commercial banks are connected to the Single Interbank Processing Center. 56 704 Elcart cards were issued, 445 terminals and 134 automated teller machines are functioning. 365 terminals are installed in branches and savings departments of commercial banks in Bishkek and regional centers, 80 terminals in trade-service enterprises.
The list of cash issuance centers, automated teller machines and trade-service enterprises, service the national cards Elcard is provided on the site of the National Bank of the Kyrgyz Republic (www.nbkr.kg) in the section “Payment system/Single Interbank Processing Center”.
