“Banking Business. Dual professional training of bank employees in Kyrgyzstan” course graduate certificates were awarded to 8 specialists of the National Bank of the Kyrgyz Republic and 38 representatives of commercial banks. The project became possible due to cooperation of the National Bank of the Kyrgyz Republic and Savings Banks Fund for International Cooperation of Germany.   

Solemn ceremony on awarding the certificates to participants was attended by the representatives of the National Bank of the Kyrgyz Republic, Federal Ministry of Economy of Germany and Savings Banks Fund for International Cooperation of Germany.  

Director of the Central Asia Department of the Savings Banks Fund for International Cooperation of Germany Mr. Mathias Foss told about basic principles of dual education.   

- The main point of the dual education, or as they call it as the “dual professional training”, is that there is not only academic training as at HEI, but also practical component. For example, an attendee gains theoretical knowledge on savings and deposits. Then, within two weeks, he/she will use the knowledge gained at banks where they work.   

Both employees of the National Bank of the Kyrgyz Republic and commercial banks passed the training. Enrolling is made according to results of the test on specialized subjects. The training lasted exactly six months. We launched the project in January of the current year. All 46 attendees demonstrated high standard of knowledge, showed good results and successfully passed written and oral examinations. We planned to achieve about 70% academic progress. When there is such indicator, the training can be deemed to be successful. We achieved 88%, which makes me very happy.   

I would like to note that there is currently started the second enrolment of attendees to dual education. We decided to expand the project geography together with the National Bank of the Kyrgyz Republic. The same course will be organized in Osh city, later in Karakol town said Mr. Mathias Foss.  

Delivering a speech at the awarding ceremony of first graduates, the member of the Board of NBKR Mrs. Aijan Sadyrkulova saluted course attendees and underlined that the Kyrgyzstan banking system shall receive highly-qualified personnel in future thanks to timely assistance of the Savings Banks Fund for International Cooperation of Germany. “I would like first to thank the representatives of the Savings Banks Fund for International Cooperation of Germany for their assistance. We together prepared the good soil for future rich harvest. Let me congratulate teachers, graduates on their completion the 1st stage of the course. Course participants demonstrated very high standard of knowledge. I hope that there further will be better results”, - underlined Mrs. Aijan Sadyrkulova.

- On behalf of all graduates, I would like to note that we estimate the dual training as positive, significant stage of professional growth. The course was highly interesting and topical. In each module, we studied peculiarities of how each management and the entire bank works. The possibility to combine the theory and practice was a great advantage indeed. I express my most heartfelt thanks to projects organizers and teaching staff. I express thanks to the National Bank of the Kyrgyz Republic for opening up opportunities”, - underlined Mrs. Asylkan Sagymbaeva.   

Mr. Ruslan Tukshaitov, the employee of the NBKR, who also passed the training, told that he recalled his studentship while passing the training.  

- Last six months were very intense and cognitive. We received invaluable experience and useful knowledge. Today education costs a sight of money, therefore young people have often to leave for abroad to get high quality education. However, I as well as my fellow students in the project had the opportunity to get unique luggage of skills and information freely, staying at home and being on-the-job. I express my sincere gratitude on behalf of all graduates to the Savings Banks Fund for International Cooperation of Germany and the National Bank, - summarized he.   

Dual education project is a pilot project in Kyrgyzstan and belongs to distance teaching, which provides for solidification of gained theoretical knowledge in practice. Young specialists, representatives of commercial banks at the age of 26 and less enjoying at least 2 years practical experience shall be admitted to the project in view of gender equality (50 %). Training is passed on 7 modules under the aegis of the National Bank of the Kyrgyz Republic. When each module is completed, a course attendee shall come back to his/her workplace under the supervision of the manager or responsible employee of the bank to apply gained knowledge practically. The first cycle of education took place since February 21 to October 16, 2015. Training was conducted on 7 modules (“Economic Framework Conditions”, “Settlement Account and Payment Cycle”, “Fundamentals of Accountancy”, “Regulatory Legal Base”, “Credit Operations”, “Deposit Transactions”, “Communication with Customers”).
