Invitation for Bids (IFB)

IFB Title: The supply, installation and support of Informational-analytical system for the National Bank of the Kyrgyz Republic.  

IFB №: FSDP/NB/1.1.1/2017  


1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on August 15, 2017.  

2. The Kyrgyz Republic has received a credit/grant from the International Development Association toward the cost of Financial Sector Development Project (FSDP). It intends to apply part of the proceeds of this credit/grant to payments under the Contract for supply, installation and support ofInformational-analytical system for the National Bank of the Kyrgyz Republic (NBKR).  

3. National Bank of the Kyrgyz Republic serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for the supply, installation and support Informational-analytical system (IAS).  

4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Banks Guidelines: Procurement under IBRD Loans and IDA Credits, edition of January, 2011, revised July 2014, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria:   

The bidders must demonstrate and confirm compliance with the following qualification requirements:  

1. Continuous operations in past five (5) years in the area of development of IT solutions for the corporate automated system designed for financial sector and government agencies.   

2. The bidder must have experience in introduction of the following products/solutions:  

a. Extract Transforming and Loading (ETL);   

b. Date Ware House (DWH);   

c. Business Intelligence (BI).  

The number of implementation projects is counted based on the installation and successful setting up of the above listed products and such projects must be executed at least two installations in the banks and/or national statistical agencies. Each installation shall involve data from two or more organizations.  


3. Average annual turnover of the Bidder should be equivalent to five (5) million US dollars over the past three (3) financial years.   

4. The bidder must submit audited financial statements over the past three (3) financial years.   

5. Presence of a local partner/partners operating on the territory of the Client and in accordance with the existing legislation of the Kyrgyz Republic. A local partner must have a status of a partner and the right for technical support of the server equipment. If a bidder does not have such presence of a local partner at the time of bid submission, he should add to his bid a letter committing to have such partner or subcontractor available at the time of contract signature.  


5. Interested eligible Bidders may obtain further information from the Project Implementation Unit (PIU) NBKR and inspect the bidding documents at the address given below from 8:30 a.m. - 12 a.m. till 13:00 p.m.-17:30 p.m. local time. A pre-bid meeting, where potential bidders may attend, will be held on September 12, 2017, 14:00 of local time in the Main Building of the NBKR.  

6. A complete set of Bidding Documents in English may be purchased by interested Bidders on the submission of a written application to the address given below and upon payment of a non-refundable fee of 150 US Dollars or 10 000 SOM. The method of payment should be Bank transfer.

7. Bids must be delivered to PIU NBKR at the address given below by or before October 10, 2017, 14:00 of local time. All bids must be accompanied by a bid security of 48 000 (forty-eight thousand) US Dollars or equivalent in any other freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the Bidders representatives who choose to attend at the address of the NBKR, Main Building, Conference room.  

8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
