The National Bank carried out a Training Workshop for the Journalists on the Topic “How to Read Communication of the Central Banks”  

The workshop for the employees of the mass media “How to read communication of the Central Banks” took place in the National Bank on June 1, 2016. Over 25 representatives of leading newspapers, information agencies, TV channels and radio stations of the country participated in the training. 

Marek Petruљ, a consultant of the European Bank for Reconstruction and Development, a Director and a senior policy expert in OG Research, was invited as a main lector by the National Bank. In addition, Seitkasymova R., an official representative of the National Bank, delivered a lecture for the participants.  

Marek Petruљ told the journalists specializing in financial and economic topics in the local mass media about the basic functions of the National Bank emphasizing adopting the monetary and credit policy. The key topic of the training was building effective information interaction of the mass media and the Central Bank. The lectors and the participants discussed such specific topics as “Communication practices in inflation targeting of the Central Banks. How the Central Banks establish communication and why?”, “How to read communication of the Central Bank?”, “How the National Bank improves its communication practices and why it widens the communication policy?”.  

Raushan Seitkasymova, an official representative of the National Bank: “The National Bank has set a course for development and strengthening of the communication policy. We understand that not only the information openness of the government authorities is an integral part of the government authorities work, including the Central Bank, but in a greater degree understanding of the translated information by the population. In this activity, the mass media is, of course, our main partner. To find a common language, to understand each others needs and to enter into the next level of cooperation for benefit of the society is a difficult but attainable task. Training of the journalists in the specific work of the National Bank is a required step on the way toward its achievement”.  

During the workshop, the journalists had an opportunity to ask questions regarding the topics of interest and to talk with the lectors in informal surroundings. The participants sharing their impressions about the training noted the topicality of the raised topics and simplicity of the complex information delivery by the lectors.    

Alexander Shabalin, a correspondent in “Argumenty i Fakty” newspaper: “The workshop of the National Bank with participation of Marek Petruљ, the international consultant, visually demonstrated the importance for the government institutes to be open for the society, to have a direct dialogue with the press, each citizen of the mass media. Unfortunately, not all government structures of the Kyrgyz Republic realize the significance of communication with those for whom they in fact work. The fact that the National Bank organizes trainings for the journalists involving the international standard specialists shows that its Management clearly understands that the feedback of the society is an alpha and an omega of any government and private institute that aims at effective work and development but not at its discredit in the populations eyes and stagnation”.   

Tatyana Kudryavtseva, a correspondent of “24.кg” IA: “The training workshop “How to read communication of the Central Banks?” was very useful for me. The lectors Marek Petruљ, and Raushan Seitkasymova told not only about the rules of the Central Banks work in the countries with the press but also about how to understand and to interpret correctly their certain information. The analysis of the National Banks official information about the discount rate change was useful. It was shown in real examples how many questions remained unasked by the journalists at the press conferences, what important information for the population was not delivered to it. I will use this knowledge in practice during the next press conference of the National Bank of KR”.  

Alexandra Vasilkova, an observer of “Vecherniy Bishkek” newspaper: “The workshop was very useful as it helped to understand the National Banks position more clearly. In the course of the trainings the journalists could see for themselves the real responsibilities of the National Bank and this will help in future to formulate and to address correctly requests or questions to the Management of the regulating body as well as to interpret correctly obtained answers. Besides, the information regarding adequate reading of the regulating bodys press releases and published reporting data was very useful. I plan to use the obtained data in practice in preparing the materials about the activity of the National Bank”.

I liked the simple way of the information delivery by the lector Marek Petruљ. His experience as a journalist was seen. For a short time of the training he provided much needed information about building the bridge between the National Bank and the population through the mass media”.
