of the National Bank of the Kyrgyz Republic 

 

Under the conditions of the state of emergency introduced in Bishkek on October 9, 2020, the banking and payment systems operate in accordance with the requirements of the state of emergency. 

The National Bank of the Kyrgyz Republic, the commercial banks and other financial and credit organizations licensed and regulated by the National Bank (hereinafter referred to as the financial organizations) continue to conduct their activities, meeting the needs of the sectors of economy, the entrepreneurs and population in the basic banking services regularly and in due time. 

The payment system, including the Elcard national payment system, continues to operate normally. The financial organizations conduct non-cash payments, payment and transfer operations through the national payment systems and money transfer systems of the individuals without opening an account. 

In order to provide the population with cash in due time during the period of crediting wages, pensions and benefits, the National Bank and its regional departments in the regions are working to meet the needs of the population and the sectors of economy in cash to the fullest extent through the commercial banks, including their branch offices and the savings banks, operating in all regions of the country. 

Access to cash and non-cash payments is provided through the banking equipment installed by the financial organizations in all regions of the country.  

1,813 ATMs, 11,633 POS-terminals (9,447 POS-terminals thereof - in the points of trade and service and 2,186 POS-terminals thereof - in the branch offices and the savings banks of the commercial banks) and 2,018 payment terminals have been installed in the territory of the Kyrgyz Republic as of September 1, 2020. 

In case of any questions related to provision of the banking services, it is necessary to contact the financial organizations directly, which are recommended to determine the hours of operation from 09:00 till 15:00.

The National Bank is monitoring the situation and takes measures to ensure the stability and security of the financial and payment system in the country.
