ь On September 23, 2009 the Management Board of the National Bank of the Kyrgyz Republic held regular meeting in the course of which the following issues were considered and appropriate resolutions were adopted:  

On the USD exchange rate used for calculation of mandatory reserve requirements (№38/1); 

On approval of Regulation “On closedown of commercial banks and microfinance companies attracting deposits” (№38/3); 

On introduction of amendments into Resolution №36/13 of the NBKR Management Board dated December 29, 2004 "On approval of Instruction "About procedure of commercial banks compliance with limits of open foreign exchange position in the territory of the Kyrgyz Republic ", registered by the Ministry of Justice of the Kyrgyz Republic on February 01, 2005, registration number 16-05" (№38/5); 

On Regulation "On transactions conducted in accordance with Islamic banking and financing procedures" (№38/8). 

Besides, on September 23, 2009 the NBKR Management Board approved the following resolutions, coming into force on September 28, 2009: 

On introduction of amendments and additions into Resolution №26/5 of the Management Board of the Kyrgyz Republic National Bank dated August 25, 2005 "On some regulatory legal acts of the National Bank of the Kyrgyz Republic" (№38/14), in accordance with which amendments and additions were introduced into section 36 "Daily report about assets, liabilities and capital" of Periodic Regulatory Bankers Books; 

"On new version of the list of obligations for calculation of mandatory reserves" (№38/15), in accordance with which amendments and additions were introduced into the list of obligations for calculation of commercial banks mandatory reserves.  

 

 

ь The National Bank of the Kyrgyz Republic informs that amendments of the Policy of banks refinancing of the Limited Liability Company “Specialized Fund of Banks Refinancing (SFBR)” (Spetzializirovannyi Fond Refinansirovaniya Bankov) were approved by resolution №37/1 of the NBKR Management Board dated September 8, 2009. In accordance with these amendments the interest rate on SFBR credit funds is equated with basic rate with tariff adjustment depending on the crediting sector. The basic rate is established by the Monetary Regulation Committee (MRC) of the National Bank of the Kyrgyz Republic. By decision of MRC since September 9, 2009 the basic rate, for the crediting purposes, is established in the amount of 8.0 percent.

The National Bank of the Kyrgyz Republic has issued licenses (certificates) to the following non-banking finance and credit institutions (NFCI): 

1. PE Oksana Yurievna Starzhinskaya (License №4153 dated September 24, 2009 for conducting cash foreign exchange transactions), registration number of the exchange bureau № 2336. Legal address: 49-2, Baitik Baatyr str., Bishkek city.  

2. MB and Company LLC (License №4152 dated September 24, 2009 for conducting cash foreign exchange transactions), registration number of the exchange bureau № 2335. Legal address: 351, Pobeda ave., Lebedinovka village, Chui oblast. 

3. PE Rakhimberdy Rasulakhunovich Nurmatov (License №4151 dated September 22, 2009 for conducting cash foreign exchange transactions). Legal address: the first passageway form the side of Jalal-Abad city mayors office, central market, Jalal-Abad city, Jalal-Abad oblast.  

4. MCC “Altyn-Credit” LLC (Account Registration Certificate №238 dated September 24, 2009 for micro crediting individuals and legal persons). Legal address: office 30, 170 V, Abdrakhmanov str., Bishkek city.  

5. MCC “DEK” LLC (Account Registration Certificate №239 dated September 24, 2009 for micro crediting individuals and legal entities). Legal address: 204, Chui ave., Bishkek city.  

6. MCC “Bai-Credit” LLC (Account Registration Certificate №240 dated September 25, 2009 for micro crediting individuals and legal entities). Legal address: 124, Tsentralnaya str., Kara-Balta city, Chui oblast.  

 

On September 22, 2009 license №532 of “Baisal Company” credit union dated May 26, 2008 was cancelled on the basis of the General Meeting protocol of self-dissolution dated September 18, 2009 held by the members of the credit union. Legal address: Zhanytalap village, Aktalinsky rayon, Naryn oblast.  

On September 24, 2009 license №3759 issued to PE of Abasov Rafik Gadzhievich dated October 06, 2008 was cancelled due to the fact that a new license was issued. Legal address: 49-2, Baitik Baatyr str., Bishkek city.
