ь The NBKR Board regular meeting was arranged on April 7, 2009. In the course of this meeting the following questions were regarded and corresponding resolutions were accepted: 

On tariff adjustments for establishment of credit interest rates for the OJSC Specialized Fund on Re-financing of Banks (№17/1);  

On approval of business plan of the OJSC Specialized Fund on Re-financing of Banks (№17/2);  

On approval of the Provision on Directorship of the OJSC Specialized Fund on Re-financing of Banks (№17/3);  

On approval of the Provision on Supervisory Board of the OJSC Specialized Fund on Re-financing of Banks (№17/4). 

 

 

ь Within the framework of the declared monetary policy for 2009, the National Bank of the Kyrgyz Republic continued implementation of the floating exchange rate policy and participate on inter-bank foreign exchange markets. Foreign exchange rate may increase of decrease depending on current environment of the market at a specific moment, i.e. on activity of purchasers and sellers on the domestic foreign exchange market. Lately there has been the tendency of USD strengthening against KGS. The process of USD strengthening in the Kyrgyz Republic started in the second half of 2008. The USD exchange growth rate against som from July 1, 2008 to March 31, 2009 constituted 18.65%. In the first quarter of 2009, the USD strengthened by 8.15% against KGS, and the rate of USD strengthening since the beginning of 2009 till April 10, constituted 9.62%.  

For comparison, in Russia within the period of July 1, 2008 to March 31, 2009, the Russian ruble devaluation against USD constituted 42.22%. USD strengthening in Kazakhstan within the corresponding period amounted to 25.34% and in Armenia, the national currency devaluated by 21.28%. It should be noted that Kazakhstan and Russia are the countries where exchange rate of the national currency is pegged to USD or to the combination of several currencies. This may be referred to a variety of fixed exchange regulations. In the Kyrgyz Republic, the USD exchange rate against KGS is not maintained on one level, because it is formed in accordance with the floating exchange rate principle, in other words the exchange rate is formed as a result of demand and supply in the domestic market.  

To prevent acute fluctuations of the exchange rate, which may negatively affect the economic situation in the republic, the National Bank of the Kyrgyz Republic performs exchange market intervention in the interbank foreign exchange markets. As per results of the first quarter of 2009, USD net sale by the National Bank of the Kyrgyz Republic constituted 145.05 million US dollars, correspondingly the gold-monetary reserves of the country decreased by this sum. The volume of international reserves of the National Bank of the Kyrgyz Republic as of April 9, 2009 constituted 1 197.56 million US dollars and cover the possible demand volume for the national currency exchange into foreign currency.  

The National Bank of the Kyrgyz Republic constantly monitors tendencies in the world markets and in CIS countries; it will also perform adequate actions, providing stability of the exchange market in the republic.  

ь Within the framework of the IMF technical assistance under financial cooperation of the Swiss Agency on cooperation in the Kyrgyz Republic (SECO), “Strengthening of the structure for prevention of terrorism financing and legalization of money, received by illegal way”/supervisory component, the National Bank of the Kyrgyz Republic from March 25 to April 3, 2009 performed a number of measures in cooperation with the IMF. Those measures included:  

meeting of the IMF mission expert Crystel Po with the employees of structural subdivisions of the National Bank of the Kyrgyz Republic, involved in the process of prevention of terrorism financing and legalization of money, received by illegal way; discussion of the joint actions plan in short-term (following 6 months) and mid-term (following 12 months) period;  

performance of the seminar for employees of the National Bank and Financial Intelligence service with the topic “Risk-oriented supervision and on-site inspection” .

3. The License No.334 dated August 20, 2007 has been revoked from the Additional Responsibility Society pawn office “Stimul-Kredit” from April 8, 2009 for systematic failure to perform reports on the basis of the NBKR decree No.20-o/d, dated April 08, 2009. 4. The License No.229 dated March 4, 2007 has been revoked from the Additional Responsibility Society pawn office “Elnur Kredit” from April 8, 2009 for systematic failure to perform reports on the basis of the NBKR decree No.20-o/d, dated April 08, 2009. ь As of April 10, 2009, the shareholders of CJSC “Interbank processing center” include 16 commercial banks and OJSC “Kyrgyztelecom”. 16 commercial banks are connected to the Single Interbank Processing Center. 45 096 Elcart cards were issued, 428 terminals and 106 automated teller machines are functioning. 350 terminals are installed in branches and savings departments of commercial banks in Bishkek and regional centers, 78 terminals in trade-service enterprises.
