ь On June 17, 2009, within the framework of business trip over the Central Asia, the first official visit was made by Dominic Stross-Kan, the Director- administrator of the International Monetary Fund (hereinafter referred to as IMF) in the Kyrgyz Republic. Alongside the Kyrgyz Republic, Mr. Dominic Stross-Kan also visited Kazakhstan, Tajikistan and Uzbekistan.  

In Bishkek, Mr. Dominic Stross-Kan met with the President, Prime-Minister, Chairman of the National Bank of the Kyrgyz Republic and heads of key departments of the Government economic block. Mr. Dominic Stross-Kan paid special attention to issues related to provision of efficient assistance by the international community, including IMF to Kyrgyzstan due to world financial crisis. At present the IMF provides support to the Kyrgyz Republic within the framework of the financing mechanism for elimination of external shocks. Mr. Dominic Stross-Kan also made a speech in the Kyrgyz State National University on the topic “World financial crisis and its influence of the Central Asia”.  

 

 

ь On June 19, 2009, in Bishkek there was arranged the regular 20th meeting of the Council of Chairmen of Central (national) banks of the Eurasian Economic Community states, in which Chairmen and respresentatives of central (national) banks of Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan as well as Interstate Bank and Secretariat of the Integration committee of the Eurasian Economic Community participated.  

The Council considered the information about operation of banking systems of the Eurasian Economic Community countries in 2008 as well as development perspectives for the banking sector of the Community countries economy. Following the results of the provided material consideration, it should be noted that all central (national) banks of the Eurasian Economic Community countries pay considerable attention to maintenance of stability and efficiency of the credit organizations (banks) functioning at simultaneous stimulation of the potential growth and improvement of the structure of banking instruments in accordance with growing demands of the economy and population. The state also participates in banks activity by means of performance of measures aimed at harmonization of interests of banking and other economy sectors on the basis of provision of mutual commercial benefit and system stability. According to the accepted decision in the meeting of the Council, the information will be published in the subject collection of the Interstate Bank.  

Members of the Council investigated the comparative analysis, prepared by the Central Bank of the Russian Federation on the basis of the information, provided by banks-participants in the following directions: on the procedure and conditions for individuals monetary assets transfrontier transfers, on quantitative values of macro-economic indices, characterizing the convergence rate of the economies of the Eurasian Economic Community countries; on the analysis results of the national currencies dynamics of the Eurasian Economic Community countries in association with reasons for their change; on the information about payments, related to trade turnover, performed by the Eurasian Economic Community countries.  

The following information was regarded: on problems and practical experience in introduction of deposits protection system. The Council members decided to continue the work on information and experience exchange in the sphere of the systems of protection (insurance) of deposits in the Eurasian Economic Community countries on the regular basis.  

In the course of consideration of thee information about the draft Agreements on exchange of credit information under loan contracts, the participants of meeting decided to continue consideration and coordination of the draft Agreement by integration agencies in the established order.  

The Council introduced changes into the Program of organization of the international travelling exhibition of the national currencies of the Eurasian Economic Community countries for 2007-2012. According to the accepted decision, arrangement and performance of the exhibition is delayed for later date.  

The Council approved the Program of activity of the Council of Chairmen of central (national) banks of the Eurasian Economic Community countries for 2009-2010.  

Moreover some changes were introduced into the structure of the Coordination Council on issues of professional training for personnel of the central (national) banks of the Eurasian Economic Community countries. The Council members noted that cooperation in this sphere between banks-participants continues successful development.  

According to the regulations, chairmanship in the Council is transferred to the Central Bank of the Russian Federation. The Council approved preliminary agenda of the following 21st meeting, which will take place in November 2009. Final moment of the arranged meeting was signing of the Protocol by the Council members.

Statistics data on the national system “Elcart”  

ь As of June 19, 2009, the shareholders of CJSC “Interbank processing center” include 16 commercial banks and OJSC “Kyrgyztelecom”. 16 commercial banks are connected to the Single Interbank Processing Center. 55 506 Elcart cards were issued, 444 terminals and 135 automated teller machines are functioning. 358 terminals are installed in branches and savings departments of commercial banks in Bishkek and regional centers, 78 terminals in trade-service enterprises. 

The list of cash issuance centers, automated teller machines and trade-service enterprises, service the national cards Elcard is provided on the site of the National Bank of the Kyrgyz Republic (www.nbkr.kg) in the section “Payment system/Single Interbank Processing Center”.
