ь The National Bank of the Kyrgyz Republic informs that in accordance with the Law of the Kyrgyz Republic “On introduction of amendments into the Law of the Kyrgyz Republic on Licensing”, adopted on July 31, 2009, the activity of pawn shops has not been licensed. The Law came into effect from the moments of its official publication (newspaper “Erkin-Too”, dated September 8, 2009). In accordance with the article 2 of the present Law, the documents submitted to the National Bank of the Kyrgyz Republic to be considered for issuance of the license, are liable to return to the applicants.  

ь The National Bank of the Kyrgyz Republic reminds to commercial banks that in the section “Normative acts/Projects for discussion” contains the following projects for public discussion (1) Instructions for the procedure of observance of limits of the bank currency position by the Islamic banks and (2) Provision on requirements for the accounting policy of commercial banks, performing transactions in accordance with the Islamic principles of banking industry and financing. Department of Licensing and Supervision Methodology asks to provide comments and proposals on the first project to the following email address: uboobekova@nbkr.kg and on the second project to miskandarov@nbkr.kg until September 24, 2009.

The National Bank of the Kyrgyz Republic issued licenses/certificates to the following non-banking financial institutions and exchange offices:

The National Bank of the Kyrgyz Republic revoked certificates/licenses from the following non-financing credit institutions: 

1. Certificate No.69 of the Public Fund MCA “Iniziativa Yug”, dated August 19, 2004 has been cancelled from September 16, 2009 on the basis of the minutes of the founders general meeting on self-liquidating, dated September 10, 2009. Legal address: 371, Kurmanjan Datka Str., Osh, Osh oblast;  

2. License No.3751 of the PE Abasov Rafik Gadjievich, dated September 17, 2008, for performance of exchange transactions with foreign currency has been cancelled from September 16, 2009 due to issuance of a new license. Legal address: 125/31, Chui Avenue, Bishkek; 

3. License No.4026, dated May 15, 2009 for performance of the exchange transactions with foreign currency has been revoked from the PE Baibolov Tilek Amangeldievich from September 17, 2009 on the basis of the Resolution No.54-0, dated September 17, 2009, due to breach of the NBKR requirements. Legal address: booth 1, central passage, Trade Center Dordoi, Bishkek;  

4. License No.4024, dated May 14, 2009 for performance of the exchange transactions with foreign currency has been revoked from the PE Musuraliev Myktybek Suyuntbekovich from September 17, 2009 on the basis of the Resolution No.54-0, dated September 17, 2009, due to breach of the NBKR requirements. 5. License No.4030, dated May 20, 2009 for performance of the exchange transactions with foreign currency has been revoked from the PE Orozbaev Nurdanbek Malikovich from September 17, 2009 on the basis of the Resolution No.54-0, dated September 17, 2009, due to breach of the NBKR requirements. 6. License No.4023, dated May 14, 2009 for performance of the exchange transactions with foreign currency has been revoked from the PE Imanaliev Nurlanbek Chynarbekovich from September 17, 2009 on the basis of the Resolution No.54-0, dated September 17, 2009, due to breach of the NBKR requirements.
