ь National Bank of the Kyrgyz Republic informs commercial banks that the project of changes and amendments, introduced into the NBKR Board Resolution No. 22/2, dated July 14, 2005, “On Provision about minimum requirements for external audit of banks and financial-credit institutions, licensed by the National Bank of the Kyrgyz Republic” is provided on the official site of the National Bank of the Kyrgyz Republic in the section “Normative acts/Projects for discussion” for public discussion. .

ь National Bank of the Kyrgyz Republic informs that the 19th session of the working group on monitoring of implementation of the “Mid-term development strategy of micro financing in the Kyrgyz Republic for the period of 2006-2010” was arranged on February 9, 2010, with participation of representatives of the Central Agency on Development, Investments and Innovations, Office of the Kyrgyz Republic Government, Ministry of Justice of the Kyrgyz Republic, National Agency on registration of rights for movable property under the Kyrgyz Republic Government, National Bank of the Kyrgyz Republic, National Union of Credit Unions and Cooperatives, Association of micro-financing organizations, credit unions and cooperatives of the Kyrgyz Republic.  

The following issues were considered:  

1. Report of the working group on implementation of measures for realization of the mid-term strategy of micro-financing development in the Kyrgyz Republic for the period of 2006-2010. 

2. Discussion of measures on micro-financing development in the Kyrgyz Republic for the period of 2006-2010, including: 

· Investigation of demand for micro-financing services; 

· Increase or exclusion of the threshold amount, liable for registration in the Pledge Registration Department in accordance with the Kyrgyz Republic Law No.256 “On introduction of changes and amendments into the Kyrgyz Republic Law on Pledge”, dated December 17, 2008 (about registration of movable pledge property); 

· Development and introduction of market mechanisms, promoting decrease in interest rates; 

· Mechanism of deposits protection for micro-financing companies, possessing the deposit license; 

· Introduction of services on money transfers in the sector of non-financial credit institutions; 

· Development of the Mid-term Strategy for development of micro-financing in the Kyrgyz Republic for the period of 2011-2015. 

 

ь On January 5, 2010, a new commemorative banknote with the nominal value of 1000 tenge (pattern of 2010 year) was introduced into circulation in the Republic of Kazakhstan. This banknote is devoted to chairmanship of Kazakhstan in the Organization for Safety and Cooperation in Europe in 2010. Size of the banknote is 134х70 mm; basic color turquoise-green. National emblem of the Republic of Kazakhstan is placed in the left corner of recto, decorative image, made in the national style in the form of flying bird, is placed in the right bottom corner (congruent image). In the center of the banknote digital and text identification of the nominal value is made on red-and-blue color in the state language. On the right side there is holographic image of the monument “Baiterek”, at the bottom of the monument there is the signature “OSCE”, which is changed into “2010”, when turning the banknote. Above the monument, there is a transparent window in which 3-D image of colts and letters “Қ” are shown, when the banknotes angle is changed. On the right side, at the white background there is the logotype of the National Bank of the Kazakh Republic in the form of eagle, made in color-changing paint (from green to blue). Under the logotype there is a hidden image, which turns into threefold signature “OSCE”, when the banknote angle is changed. In the bottom left corner at the reverse side of the banknote there is the state flag of the Republic of Kazakhstan. In the center there is the image of the Kazakh Republic President residence “АҚОRDА” at the background of the monument “Baiterek”. In the central bottom part there is the text identification of the nominal value, made in Russian. In the central upper part, there is the image of a bird with the signature “2010”, printed by iridescent paint, which has golden glitter. At the right side of the banknote there is a color-changing “plunging” security thread, changing its color from red to golden.
