Hereby, the National Bank of the Kyrgyz Republic (hereinafter - the National Bank), in order to comply with regulations of the National Bank, regarding changes of the information in the certificate of registration of the National Bank notes the following: 

- According to the p.p. 4-1.8, 4-1.10 of the Section 4-1 of the Regulation "On the creation and activity of microcredit companies and microcredit agencies" in the event of introducing changes to the information in the certificate, the MCC/MCA shall renew the certificate of registration (change the name, location). Within 10 calendar days upon the date of taking relevant decision by an authorized body of the MCC/MCA, MCC/MCA shall submit an application to the authorized structural unit of the National Bank for renewal of the certificate of registration with the relevant documents. MCC/MCA is required to give notice of a change of the name and/or location in the media within three days of receipt of the re-registered certificate. 

- According to the p. 8.1, Section 8 of the Regulation "On licensing of credit unions", changes and/or additions to the Articles of the credit union are subject to approval by National Bank, including in case of changes of registered office of the credit union (in the cases provided by law). In this case, the actual location of the credit union shall comply with its legal address. Order of the agreement of the changes and/or additions to the Charter with the National Bank shall be carried out according to established statutory enactments. 

- According to the p. 9.9, Regulation "On licensing, reorganization and liquidation of microfinance companies in the Kyrgyz Republic", change of address (postal address) of the micro-crediting company may be accompanied by changes of the name of the settlement, street name, house number, relocation of the micro-credit company to another town. Change of the location of the micro-credit company in one locality does not require change of license and making appropriate changes in the constituent documents. Within two working days after the actual change of the location, the micro-crediting company shall: 

1) Notify the National Bank in writing;  

2) Publish the change of the location (mailing address) of the micro-credit company in mass media.  

- According to the p. 28, Regulation "On the procedure for issuing licenses to conduct exchange operations with foreign currency", when the address of the exchange office is changed, the licensee should receive a new letter on the registration of the exchange office in the National Bank at the new address of the exchange office in accordance with the requirements of this Regulation. The license shall submit the relevant documents to the National Bank of in order to obtain a letter of registration of the exchange office to the new address. 

Based on the foregoing, the National Bank informs on the need for strict compliance with the regulations of the National Bank and, in case of changes in the information regarding the location, the microfinance institutions, credit unions and exchange offices shall pass through an appropriate procedure within the established norms of the normative legal acts and send the information on new location via e-mail addresses: abredihin@nbkr.kg or zmukashova@nbkr.kg. 

Licenses/certificates are issued to the following exchange offices and non-financial credit institutions: 

LLC Lombard "Euro Capital" (license number 5121 of January 31, 2014 issued for conducting exchange operations with foreign currency) under the registration No.3114. Registered address: 125 Abdrakhmanova Street, Bishkek. 

Licenses/certificates of the following non-financial credit institutions have been withdrawn/cancelled: 

The certificate of registration of LLC MCC "Tugolbai", No.272 of February 11, 2010 for micro-crediting of individuals and legal entities was cancelled from January 27, 2014. Self-liquidation took place according to the founder’s decision under No.7 of January 24, 2014. Registered address: 76/2 Sovetskaya Street, Issyk- Kul, Issyk-Kul region, Cholpon -Ata. 

The certificate of registration of LLC MCC "DZHUR-AS" under No. 337 of January 28, 2011 for micro-crediting of individuals and legal entities was cancelled from January 28, 2014. Self-liquidation took place according to the decision of December 20, 2013. Registered address: 32-17 Ibraimova Street, Bishkek (actual address is Bishkek, 12 microdistrict, HC, 2nd floor, 208 room).
