On the withdrawal of the license of the Financial cooperative ‘Credit Union "Zabema"  

According to the Decree of the Committee on the Supervision of the National Bank of the Kyrgyz Republic as of October 31, 2014, the license of the Financial Cooperative "Credit Union Zabema" was withdrawn from November 4, 2014. The resolution of the Committee on the Supervision of the National Bank of the Kyrgyz Republic was taken due to the absence of the Board of the National Bank, initiation of criminal case in terms of the civil servant, systematic breaches of the terms of execution of orders of the National Bank of the Kyrgyz Republic, repeated counteraction to the employees of the National Bank during the implementation of their supervisory functions, nonfulfillment of the Decree of the Committee on the Supervision of the National Bank as of September 11, 2014 under No.32/5, failure to submit the Periodic Report for the third quarter 2014, based on the legislation and legal acts of the National Bank (Article 32 of the Law of the Kyrgyz Republic "On the National Bank of the Kyrgyz Republic", Article 30 of the Law of the Kyrgyz Republic "On Credit Union", Paragraph 3.8 of the Regulation "On measures applied to the Credit Unions", subparagraph "T" of the Paragraph 2.1 of the Regulation "On the Committee on Supervision of the National Bank of the Kyrgyz Republic")".  

The National Bank of the Kyrgyz Republic informs that by the Decree of the Committee on the Supervision of the National Bank as of October 23, 2014 under No. 37/4 the license of the Credit Union "Baikal" as of July 26, 2001 under No.278 was withdrawn. 

In accordance with the rules of carrying out the money transfers in the territory of the Kyrgyz Republic (amendments to the Decree of the Board of the National Bank of the Kyrgyz Republic No. 34/10 as of July 31, 2014), the operator of the money transfer system "F5" "Joint National Bank" was registered on November 4, 2014 in the register of operators providing the services on the money transfer systems in the territory of the Kyrgyz Republic under the registration number 1007041114.  

The operator of the money transfer system "F5" - "Joint National Bank" registered in the National Bank of the Kyrgyz Republic in accordance with the "Rules of carrying out the money transfers in the territory of the Kyrgyz Republic" (Decree of the Board of the National Bank of the Kyrgyz Republic under No.34/10 as of July 31, 2014). Registration number is 1007041114.  

The National Bank of the Kyrgyz Republic concluded the results of the republican contest on "Micro-financing: opportunities and challenges"  

On November 5, 2014, on the eve of celebration the Day of Information and Press in the Kyrgyz Republic, the ceremony of award of the winners of the republican contest of mass media on topic "Micro-financing: opportunities and challenges" took place in the National Bank of the Kyrgyz Republic with the participation of the Governor Mr. Tolkunbek Abdygulov. 

The contest took place within the framework of the campaign on increasing the financial literacy of the population from February to October 2014. More than 30 authors of electronic and press media of the country took part in the contest. The contest committee represented by the key structural departments and the Board of the National Bank has considered around 50 works.  

At the opening ceremony the Governor of the National Bank Mr. Abdygulov thanked the representatives of the mass media for the information support of the National Bank activities, their active coverage of the topic of the contest and contribution to the increasing of the literacy of the Kyrgyzstani people. "Materials accepted for the consideration of the Committee pleased the Committee. There were many quality articles, TV and radio spots created by the journalists with objective and creative approach. Today we are here to congratulate the authors of the bets works and award the prizes including silver collector’s coins of the National Bank of the Kyrgyz Republic" - noted the Governor.

· In the nomination of "The best material in Internet in the Russian language: - Munara Borombaeva, IA "KirTag";  

· In the nomination of "The best material in the region" - Altynay Ryspay kyzy, radio station "Volna Issyk-Kulya" (Karakol city);  

· In the nomination of "The best material in press media in the region" - Klara Esenalieva, "Tenir Too" newspaper (Naryn city).  

In the nomination of "The best material in Internet in the Kyrgyz language and "The best material in Internet in the region" due to the lack of applications were found by the Committee as failed, and the applications submitted on the nomination of the "Best TV material in the region" were found as failed to meet the requirements of the contest.  

Diplomas and recognition gifts from the National Bank for their contribution to the increasing the education of the population on economic and financial issues were delivered to: the reviewer of the radio station "Birinchi radio" Nazira Moldokulova, reporter of the newspaper ‘Alibi" Daiyrbek Meimanov, reporter of the TV channel ElTR Cholpon Karmyshakova, reporter of the newspaper "Vecherny Bishkek" Alexandra Vasilkova, reporter of the newspaper ‘Delovoi Kyrgyzstan" Larisa Li, reporter of the IA "Knews" Aiganysh Abdraeva, reporter of the IA "KirTag" Bakyt Tolkanov, reporter of the TV channel "NextTV" (Talas) Elmira Suiuntbekova, reporter of the radio station "Balykchy FM" Galina Tsoy.  

The National Bank employees were trained on the communication skills with the representatives of mass media  

20 specialists representing the key departments of the National Bank of the Kyrgyz Republic were trained on "The skills of communications with mass media".  

The activity is aimed at the development of practical communication skills of the specialists of the National Bank. Mars Tulegenov and Adelya Laisheva, well-known experts of the media market of Kyrgyzstan were invited for this purpose.  

In the course of the two-day training in the Russian language, the participants of the training learnt about the basic skills of public speech and technologies for preparing for making public speech. Besides, media experts shared about the rules of conduct when working in front of photo and video cameras.  

The practical part of the training raised a great interest of the specialists of the National Bank during which the media trainers recorded a video interview with each participant of the training and during the special games the representatives of the National Bank acted as journalists.  

Moreover, the trainers discussed the secrets of successful and effective interaction with the mass media; real situations of interaction with the mass media on the example of local and foreign practice were demonstrated.  

Participants of the training noted the need in organizing this kind of activities on a regular basis in order to be able to apply the practical skills in the professional activities.
