The following issues were considered and the following Decrees were adopted at the meeting of the Board of the National Bank of the Kyrgyz Republic on December 8, 2014  

"On amending the Decree of the Board of the National Bank of the Kyrgyz Republic "On daily minimal level of obligatory reserves of the banks" as of November 14, 2014 under No. 50/1" (No.54/2). 

"On amending the Decree of the Board of the National Bank of the Kyrgyz Republic "On approving the State Payment Operations Classifier" as of November 30, 2007 under No. 51/4" (No. 54/4). 

- In accordance with the Rules of implementing money transfers in the territory of the Kyrgyz Republic (Amendments according to the Decree of the Board of the National Bank of the Kyrgyz Republic under No.34/10 as of July 31, 2014), the money transfer system operator "Western Union" - Western Union Money Transfer East LLC, was registered in the list of operators providing services through the money transfer systems in the territory of the Kyrgyz Republic as of December 4, 2014 under the registration number 1012041214.  

- In accordance with the Rules of implementing money transfers in the territory of the Kyrgyz Republic (Amendments according to the Decree of the Board of the National Bank of the Kyrgyz Republic under No.34/10 as of July 31, 2014), the money transfer system operator "Golden Crown" - Settlement Non-bank Credit Organization "Payment Center" LLC, was registered in the list of operators as of December 4, 2014 that provide services on the money transfer systems in the territory of the Kyrgyz Republic under the registration number 1013041214.  

- In accordance with the Rules of implementing money transfers in the Kyrgyz Republic (Amendments according to the Decree of the Board of the National Bank of the Kyrgyz Republic No.34/10 as of July 31, 2014), the money transfer system operator "MoneyGram"- MoneyGram Payment Systems, Inc., was registered in the list of operators as of December 4, 2014 that provide services on the money transfer systems in the territory of the Kyrgyz Republic under the registration number.  

Licenses/certificates were issued to the following non-financial credit institutions and exchange offices:  

- "777 plus 7" LLC (License No. 5185 as of December 8, 2014 giving the right to conduct exchange operations with cash foreign currency). The registration number of the exchange office is 3187. Legal address: 1 Kozhevennaya Street, trade unit 2, trade place No. 105, Bishkek city. 

- Security Agency "Kara Bars" LLC (License No. 5186 as of December 10, 2014 giving the right to conduct exchange operations with cash foreign currency). The registration number is 3188. Legal address: 59 "A" Bokonbaev Street, Bishkek city. 

- "Maletina" LLC (License No. 5187 as of December 10, 2014 giving the right to conduct exchange operations with cash foreign currency). The registration number of the exchange office is 3189. Legal address: 9 Prospect Mira, Bishkek city. 

Licenses of the following exchange offices were annulled:  

- The registration certificate of the micro-credit company "Altyn Bulak Capital" LLC under No.183 as of December 10, 2008 was annulled. Legal address: Aldashev Street (number is not available), Karakol city, Issyk-Kul oblast; 

- The license of the financial cooperative "Zabema" under No. 243 as of May 11, 2001 was annulled. Legal address: 428 Lenin Street, Osh city of Osh oblast.
