The Board of the National Bank of the Kyrgyz Republic considered the following issues and adopted the subsequent resolutions at the meeting held on March 18, 2015:
Resolution of the Board of the National Bank of the Kyrgyz Republic № 17/2 from March 18, 2015 "On amendments to the Regulation of the Board of the National Bank of the Kyrgyz Republic "On approval of the Regulation "On minimum requirements to standard form contracts of microfinance organizations and credit unions, concluded according to principles of Islamic banking and finance" from October 23, 2013 № 39/9".
The Head of the National Bank met with the World Bank delegation and discussed the economic situation in the Kyrgyz Republic
The head of the National Bank of the Kyrgyz Republic Mr. Tolkunbek Abdygulov met with the delegation of the World Bank (WB) headed by the Regional Director for Central Asia Mr. Saroj Kumar Jha.
The parties discussed the current social and economic situation and forecasts of economic growth in the Kyrgyz Republic due to the slowdown of the economic growth in Russia and the Central Asian region, the accession of the Kyrgyz Republic into the Eurasian Economic Union (EAEU), as well as the upcoming elections in the Jogorku Kenesh.
The representatives of the World Bank declared their readiness, if necessary and at the request of the National Bank, to provide technical assistance in the development of measures to curb the rate of inflation.
Following the meeting, the guests proposed to the National Bank to further discuss the issues of the Kyrgyz economy and to meet within the Annual spring meeting of the World Bank and the International Monetary Fund, which will be held from 17 to 19 April, 2015 in Washington DC (USA). .
The Global Money Week held in Kyrgyzstan from 11 to 18 March 2015 has summarized its results
From 11 to 18 March 2015, the "Global Money Week" was held in Kyrgyzstan. The Kyrgyz Republic for the first time has joined in a full-scale the global campaign aimed at developing the culture of savings and provision of the basics of financial literacy for children and young people, so that in the future they could make their independent financial decisions. As part of the "Global Money Week", throughout Kyrgyzstan, including remote areas and villages, special training sessions were conducted for school children and students - field lectures of experts, excursions to financial institutions, including Open Days at commercial banks, government agencies, such as the Ministry of Finance of the Kyrgyz Republic, the Deposit Protection Agency of the Kyrgyz Republic, the National Bank of the Kyrgyz Republic, master classes, workshops, roundtables, quizzes, competitions, contests and many more. In total, there were organized more than 160 events, attended by over 6,000 children.
The campaign "Global Money Week" in the Kyrgyz Republic was supervised by the National Bank. Also, for the purpose of a better coverage of the population, the campaign was joined by other financial institutions, associations and international organizations, including the Ministry of Finance of KR, the State Service of Regulation and Supervision of Financial Market under the Government of KR, the Deposit Protection Agency of KR, Ministry of Labor, Migration and Youth of KR, Association of Legal Entities "Union of Banks of Kyrgyzstan", Public Union "Institute for Youth Development", Public Union "Development Policy Institute", "FINCA Bank" CJSC, Bank "Bai Tushum" CJSC, "Kyrgyz Investment and Credit Bank" CJSC, "Aiyl Bank" OJSC, International Finance Corporation (IFC), the German Society for International Cooperation (GIZ), Public Union "Club of Private Investors", "Kyrgyz Stock Exchange" CJSC, University of Central Asia and others.
Specialists of the National Bank have visited all the regions of the country with field lectures, where they taught the school children and students the importance of being financially literate in the modern world and that education is a basic start-up capital, which in the future, when used properly, can be converted into money. At the meetings with the youth the topics of currencies, loans, deposits, bank cards, and in general - products and services, offered by financial institutions and others, were addressed. The excursions were organized to the Numismatic Museum of the National Bank, where children could learn about both the first payment means that were used in the Central Asia and the modern history of the formation of the national currency of Kyrgyzstan, including the commemorative coins of the National Bank.
Mr. Tolkunbek Abdygulov, the Chairman of the National Bank of the Kyrgyz Republic stated: "A big interest of the audience can be pointed out. The school children responded well to all the activities, actively participated in the discussions, competitions, trainings, asked many questions. The Global Money Week in Kyrgyzstan was successful. We will certainly continue this tradition next year".
As part of the official closing ceremony of the Global Money Week in Kyrgyzstan, the award ceremony was held for the winners of the National children's painting competition "Savings today for secure tomorrow" and the opening in the Kyrgyz National Museum of Fine Arts named after Gapar Aiytiev of exhibition of the best works submitted for the contest. The exhibition will run from 19 to 25 March 2015.
Specialists of the National Bank of the Kyrgyz Republic held field lectures for the school children of the Issyk-Kul region
Educational lectures aimed at improving the financial literacy of the population were carried out by experts of the National Bank in Cholpon-Ata and Karakol of the Issyk Kul region of the Kyrgyz Republic as part of the Global Money Week, which started in the country in March 10, 2015. In total, 160 people took part in the training.
Employees of the National Bank spoke about the basics of financial literacy to the foster children of the SOS Children's Village Cholpon-Ata and school children of 7-11 grades of the school-complex "Bilim Ordo" named after A. Osmonov (Cholpon Ata), as well as students of the Karakol Pedagogical College named after I. Biybolsunov and high school students of the school-lyceum named after T. Satylganov (Karakol). During the lecture the specialists of the National Bank told the audience what the financial literacy is, how to allocate own budget, how important it is to carefully treat the national currency. In order to make the information as accessible as possible, the lecturers provided interactive presentations with the life examples.
"Education, abilities and talent - is your best advantage. If you will use your knowledge in a right way, you can convert them into capital," said a leading lawyer of the rights of consumers of banking and microfinance services division of the Legal Department of the National Bank Mr. Emir Boobekov.
An officer of the Department of External Oversight on non-financial credit institutions of the Department of External Oversight of the National Bank Mr. Adilet Nurlanov spoke in detail on the ways of saving money and financial products offered by financial institutions today. He also spoke about the common problems faced by citizens when receiving a loan, listed to the audience the so-called "golden rules" of the borrower. They devoted a separate discussion for the topic of deposits, focusing on the selection criteria of financial institutions for opening a deposit account.
Another important part of the lecture was devoted to the topic of the national currency of Kyrgyzstan - the children were told the history of the emergence of Som; the security features of banknotes were clearly demonstrated.
Mr. Maksat Dushenbiev, a specialist of the analysis and development of payment systems division of the Department of payment systems of the National Bank, told the students about the modern methods of payments, types of payment systems and bank cards.
An Assistant Director of the SOS Children's Village Cholpon-Ata Ms. Aliya Galieva thanked the National Bank for organizing the events and noted that such lectures are very important for the younger generation.
"For each of our foster children money is provided, thus our children need to know how to wisely spend and use their money. I think that out of the lectures held by employees of the National Bank our foster children learned a lot of useful and interesting information for themselves," said Ms. Aliya Galieva.
A foster child of the SOS Children's Village Cholpon-Ata, a student of the 11th grade Ms. Elmira Myrzabekova dreams of becoming a doctor and believes that all people, regardless of the status and profession, should be financially literate. She hopes that by the end of the training activities of the National Bank, many school children will start thinking and stop wasting money, will treat them with more care.
A sophomore of the Karakol Pedagogical College Ms. Ainagul Doolotbekova told that before attending the lecture, the topic of financial literacy was new to her.
"Before that, we thought that through the National Bank one could take a loan, make remittances, exchange the money. Now we know, in which way the National Bank is different from other banks, and that it does not engage in commercial activity. The specialists of the National Bank answered our questions in a clearly accessible way. I think that this knowledge will be useful for us in our life," added Ainagul.
A student of the 10th grade of the school-lyceum named after T. Satylganov Mr. Nursultan Zhumadylov has become interested in the modern payment systems. Currently, the teenager does not have a payment card, but in the future plans to use cards for convenience and safety.
The school children and students throughout the lectures received detailed answers from experts on all of their questions. Now they know how to use the internet banking, and what is required in order to open a deposit account in the bank, what to do in case of a loss of the payment card, and many more.
Following the meeting, the lecturers urged the school children to take part in the national competition for the best essays, poems and drawings, announced by the National Bank as part of a campaign on raising financial literacy of the population.
Employees of the National Bank of the Kyrgyz Republic continue to conduct field lectures to improve the financial literacy of the population. The training sessions are already conducted in Bishkek and Chui, Talas, Issyk Kul oblasts of the Kyrgyz Republic, which were attended by more than 600 children and businessmen. In the near future, similar events will be held in Osh, Jalal Abad and Batken oblasts of the Kyrgyz Republic.
Foster children of the Public Union "SOS Children's Villages Kyrgyzstan" were told about the work of a commercial bank
The National Bank of the Kyrgyz Republic organized a study tour for the foster children of the Public Union "SOS Children's Villages Kyrgyzstan" and children of the "Strengthening the family" project in Bishkek at the head office of the "Kyrgyz Investment and Credit Bank" CJSC. The event was organized within the framework of the "Global Money Week", held in Kyrgyzstan from 11 to 17 March of the current year.
During the tour, the children were told about the history of the establishment of the bank, the major aspects of its activities, financial products and services; the organizers illustrated the work of specialists, informed in detail about the features of the bank's departments. For example, during a visit to the credit department the guests were told about the kinds of loans, the basic rules of the borrower. A particular attention was given to education loans, upon which every student depending on his/her educational progress can receive certain benefits while obtaining a loan. The school children showed a great interest in the given service and other new products of the bank, the KICB’s specialists answered all the questions of the visitors of the tour. By the end of it, the children shared their impressions. "It was interesting and informative. We managed to see the work of a modern commercial bank with our own eyes, how the Operation Department - its hub operates. For the younger generation it is important and relevant. Indeed, it is very soon when we have to choose our own profession, maybe some of us after the today's event will decide to devote themselves to the banking business" said Ms. Zhasmin Almambetova, a foster child of the Public Union "SOS Children's Villages Kyrgyzstan".
The results are available for the National drawing contest for school children "Savings today for secure tomorrow"
Within the framework of events dedicated to the Global Money Week-2015, a National Children's Painting Competition on the theme "Savings today for secure tomorrow" was held in Kyrgyzstan.
The contest was organized by the Working Group, composed of representatives of the National Bank of the Kyrgyz Republic, Education Department of the Mayor's Office, Institute for Development Policy, the Union of Banks of Kyrgyzstan, the State Service of Regulation and Supervision of Financial Market under the Government of the Kyrgyz Republic, the Institute for Youth Development, Deposit Protection Agency of Kyrgyzstan and the Ministry of Labor, Migration and Youth of the Kyrgyz Republic.
Entries were accepted within the period from 16 to 27 February 2015 from children aged 7 to 17 years. Altogether, there were submitted 205 paintings from 199 authors, representing all the regions of the country.
Children presented paintings on the themes related to the family budget, pocket money, financial institutions, financial needs and own financial future. Often, as a slogan to the paintings the authors used proverbs about money; in many of the works there was an appeal to the efficient management of money and savings.
The Contest Committee, which included representatives of the Working Group on the organization of the Global Money Week in the Kyrgyz Republic after reviewing all of the works distributed the prizes as follows:

The winners of the National Children's Painting Competition on the theme "Savings today for secure tomorrow" were awarded with collection coins of the National Bank of the Kyrgyz Republic, as well as certificates for deposits in commercial banks, who sponsored the competition - "FINCA Bank" CJSC, Bank "Bai Tushum" CJSC, "Kyrgyz Investment and Credit Bank" CJSC, "Ayil Bank" OJSC. Thus, on behalf of the authors who took the first places in the three competition categories, deposits have been opened on the amount of 5000 Som, for the authors who took the second places - 3000 Som, for the authors who took the third places - 2000 Som.
As the incentive prizes the deposits were opened on the amount of 1500 Som on behalf of two others authors; and nine children whose works were not included in the winning places but were marked by the Contest Committee received special prizes - mobile wallets with cash from 500 to 1500 Som.
In addition, all the marked authors received valuable gifts from other organizers of the Global Money Week in the Kyrgyz Republic. In particular, these were from the Institute for Development Policy, Public Union "Institute for Youth Development", Deposit Protection Agency of the Kyrgyz Republic and the Public Union "Club of Private Investors".
The best contest works can be seen at the exhibition in the Kyrgyz National Museum of Fine Arts named after G. Aiytiev, which will last from 19 to 25 March, 2015.
